Ooooo, REMAKE. Hopefully deleting the old one and bringing in the new didn't like...screw some people up. ''>_> I'm so sorry if it did! ;w; <333
So I just finished it again, and mostly what I did was add some more profound shading and made the water go FWOOSH all around.
At first it was failing so hard and I was going to give up...and then I did something random and moved the smudge tool around frantically from my frustration and I SOMEHOW liked how it turned out. 
I LOVE THIS SO MUCH MORE THAN THE ORIGINAL~~~ <3
I bet you guys don't even remember what the OLD one looked like. -_-''
But I love you, anyway. And I'm just about to be fussed at for not going to bed 2 hours ago, so I better GTFO~! <33

This is probably one of the most epic pieces of art I've seen from you. There is so much action coming from this piece! The way you smudged out the water strokes added an awesome "rapid motion" effect. Depth was really well done here too: the tail is blurred out in the background, which exaggerates Lugia's size.
